Planning Department
Development programs implemented through the District Planning Committee:

- Implementation of the Hilly Area Development Program.
- Planning and related work for various pilgrimage and tourist places in the district.
- Implementation and monitoring of various schemes under the Minority Development Department.
Under the above-mentioned development programs, proposals are requested from the implementing agency for administrative approval. The received proposals are scrutinized, and administrative approvals are granted. Additionally, fund released based on the progress of the works. The decision regarding approval is made within the available budget limit, according to the guidelines and the demands of the Hon. elected public representatives.

- 2. MLA Local Area Development Scheme

In ‘Member of Legislative Assembly Local Area Development Scheme’ Govt. resolution, the guidelines of Member of Parliament Local Area Development Scheme (MPLADS) are studied thoroughly and an inclusive set of instructions has been finalized for a more streamlined and faster execution of the work. Considering the local needs and infrastructure requirements, Members of the Legislative Assembly (MLAs) can suggest useful works, which can create permanent government assets. Furthermore, works not undertaken by the District Planning Committee can also be included under this scheme. The guidance regarding these works is provided by the government from time to time.
For the year 2024-25, a fund of Rs. 5,00,00,000 (500 lakhs) has been allocated to each Legislative Assembly constituency and to each Member of the Legislative Council’s (MLC) for his/her area of jurisdiction under this scheme. Ten percent of the allocated fund is reserved for Scheduled Castes (SC) and Scheduled Tribes (ST) welfare works.

- Minority Development Department
Providing infrastructure facility to exclusive Minority Student-holder Government-Approved Private Schools, Junior Colleges, Industrial Training Institutes, and Special Schools for Disabled: Fund Scheme
Objective of the Scheme:
The objective of this scheme is to improve the quality of education by providing infrastructure facilities to government-approved educational institutions in the state which are exclusively for minority students. The scheme aims to provide grants to create infrastructure in these schools and institutions. Initially, the government provided a grant with a maximum annual limit of ₹2.00 lakh. However, according to the government resolution issued by the Minority Development Department on 07.10.2024, the grant limit has been increased from ₹2.00 lakh to ₹10.00 lakh.
- A) Eligibility for the Grant:
Government-Approved Private Minority Institutions (either aided/permanently

- B) Infrastructure Facilities Eligible for the Grant:
- Renovation and repair of school buildings.
- Provision of clean drinking water.
- Updating the library.
- Establishment or updating of laboratories.
- Establishment or updating of computer labs.
- Construction/repair of toilets and washrooms.
- Necessary furniture for students.
- Provision of inverters/generators (except Mumbai city and suburbs).
- Xerox machine.
- Educational materials (e.g., Learning Materials, LCD Projectors, softwares required for teaching, etc.).
- English Language Lab.
- Computer hardware/software.
Working Procedure of the Scheme:
The Minority Development Department issues a circular from the state level about inviting applications for grant from an exclusive minority student holder government-approved private schools, junior colleges, industrial training institutes, and special schools for disabled students.
Based on this circular, a call for applications for grant is made through local newspapers in the districts.
An interdisciplinary committee, headed by the District Collector, will scrutinize the received applications. The committee will review and approve the eligible applications, which are then submitted to the Minority Development Department for final approval.

Dr. Zakir Husain Madarsa Modernization Scheme
Objective of the Scheme:
The Sachchar Committee, constituted by the Central Government, to study the backwardness of the Muslim community has highlighted the poor educational and economic conditions of this community. Additionally, most children studying in madrasas come from very poor economic backgrounds. In this context, under the new 15-point programme of the Hon. Prime Minister, in accordance with Clause 4, the Minority Development Department initiated this scheme to provide educational development to minorities and bring them into the mainstream of society. The scheme includes providing education in subjects such as science, mathematics, sociology, Hindi, Marathi, English, and Urdu, along with traditional religious education in madrasas. It also offers grants for infrastructure and library development in madrasas.
Grant Amount:
Grants were provided to madrasas registered with the Charity Commissioner or Wakf Board in the state, up to a maximum amount of ₹2.00 lakh for creating infrastructure facilities. However, by the government resolution dated 22.12.2023, the maximum grant amount for infrastructure facilities has been increased to ₹10.00 lakh.
Types of Works Covered:
- Infrastructure Facilities:
- Renovation and repair of buildings, provision of drinking water, construction and repair of toilets, furniture, provision of inverters in residences, computers, laboratory equipment, solar systems, etc.
- Teacher’s Honorarium:
- Contractual teachers (with D.Ed or B.Ed qualifications) are appointed to teach subjects like science, mathematics, sociology, Hindi, Marathi, English, and Urdu alongside religious education in madrasas.
- The following conditions apply:
- The madrasa must have at least 20 students.
- The teacher-student ratio must be 1 teacher for every 40 students.
- For students aged 6 to 12 years, a D.Ed teacher should be appointed, with an honorarium of ₹6000 per month.
- For students aged 13 to 18 years, a B.Ed teacher should be appointed, with an honorarium of ₹8000 per month.
- Scholarships for Students:
- Students residing in madrasas who are enrolled in government-approved secondary, higher secondary, or ITI programs receive scholarships as follows:
- For students in the 9th and 10th grades: ₹4000 per year, divided into two sessions.
- For students in the 11th, 12th grade, or ITI: ₹5000 per year, divided into two sessions.
- Students residing in madrasas who are enrolled in government-approved secondary, higher secondary, or ITI programs receive scholarships as follows:
Procedure for Obtaining Infrastructure Facilities and Teacher’s Honorarium under the Scheme:
- The Minority Development Department issues a circular to invite applications from madrasas across the state.
- A public announcement is made in newspapers and social media in the district, inviting applications for the scheme.
- A high-level committee, chaired by the District Collector, is formed to scrutinize the applications. After review, the committee recommends eligible madrasas to the Minority Development Department and grants will be provided to respective madrasas through District Planning Committee.
